1. ELECTION OF CHAIRMAN
RESOLVED that Councillor G.P. Crome be elected Chairman of the Committee for the Municipal Year 2014-15.

2 ELECTION OF VICE-CHAIRMAN
RESOLVED that Councillor A. Horwood be elected Vice-Chairman of the Committee for the Municipal Year 2014-15.
3 MINUTES
RESOLVED that the Minutes of the meeting held on 29 May 2013 be approved as a correct record and signed.
4 APOLOGIES FOR ABSENCE AND SUBSTITUTIONS
There were no apologies for absence.
5 DECLARATIONS OF INTEREST
There were no declarations of interest.
6 ANY OTHER URGENT BUSINESS
There was no urgent business.

The Chairman advised the Committee that he would not be asking for approval to move the meeting into closed session, as he had been previously advised that the licenceholder to whom item 8 related would not be attending.

8The report set out details of a private hire licenceholder who was caught illegally plying for hire as part of a joint operation between Sussex Police and a neighbouring borough.

The driver received a written warning from the Police in this instance, but he had already received two previous warnings from Reigate and Banstead Borough Council following allegations of illegally plying for trade.

In these circumstances, the Committee was invited to determine whether the driver remained a fit and proper person to hold a private hire driver's licence.

The licensing officer advised the Committee that the licenceholder had telephoned today to say that he would be unable to attend the hearing because of other commitments.
